Our Board

Anderson Saint Georges is an award-winning licensed substance abuse counselor and the CEO of Daystar Recovery Center in Detroit Lakes, MN.

Anderson earned his Bachelor of Science in Addictions Counseling from Oak Hills Christian College and a Master’s in Addiction Studies from the Hazelden Betty Ford Graduate School. Anderson holds several prestigious roles, including MARRCH Board member, Region 4 Governor, and Chair of the Rural Health and Disparities Committee. He also serves on the board of the Hazelden Betty Ford Graduate School and is a member of the Governor’s Advisory Council on Opioids, Substance Use Disorders (SUD), and Addiction.

Driven by his experiences with interpersonal violence, Anderson co-founded the Leadership Sustainability Institute alongside two colleagues. This initiative aims to reduce violence and addictive behaviors by fostering leadership and building healthy relationships in communities. The institute also researches and documents effective strategies to support organizations addressing interpersonal violence and substance use.

Fran has a B.S. in psychology, special education and art therapy from the University of Tulsa, M.Ed in education psychology from the University of Oklahoma and a J.D. and Mediation Certificate from Willamette University. Fran has been a direct service worker in adult and youth residential behavioral health treatment, juvenile correction and battered women, their children and abusers. She has also been an outpatient family art therapist with adults and children.  Fran has worked in community mental health centers, wraparound, and interpersonal violence treatment.  She taught middle school and graduate programs at the university level. She prosecuted misdemeanors and administrative law cases, practiced family law and was a Long-Term Care Ombudsman. Further, in working for city, county and state governments,  she developed programs and administered statewide, community-based contracts to address interpersonal violence and residential programs for persons with developmental disabilities, addiction, severe mental disorders, and trauma.  Other programs Fran administered addressed suicide prevention, integrated health care, child/young adult outpatient mental health, elder care and peer support services. 

As a mentor, she offers guidance for practical application of evidence-based and practice based evidence on child development and adult wellness in designing direct health and behavioral health services, competency development of agency workforce and board engagement. Her legal training and experience proffers assistance in legislation and rule drafting, especially when applicable to health care and social services intersect with funding and judicial authorities.

Fran provides technical assistance and serves as a state and national trainer in the use of lived experience, parenting, non-profit management leadership, financial sustainability of non-profit agencies, certification in art therapy and peer support, treatment methods coordinating interpersonal violence, addiction and mental health intervention and prevention.  Her approach to treatment incorporates the expertise of the individual in treatment in coordination with their identified family/support persons supplemented by the information and guidance of the team of clinicians and peer support. Recovery and wellness are best achieved when culturally appropriate practical skills are modeled and taught alongside physical and psychological science-based treatment. She believes clarity of values and teamwork are the way stay on mission.

Dr. Lance Egley has four decades of practice, including work with domestic violence abusers, community mental health clinics, and individuals struggling with substance use disorders.  Lance trained the staff at Red Lake Nation Chemical Health Programs for nearly two decades.  He currently trains and consults part-time.

Lance has provided contract training under the auspices of Minnesota Department of Human Services, Minnesota Department of Health, Hazelden, Center for Alcohol and Drug Treatment, Metro State University, Boise Forte Human Services, Leech Lake Opioid and Men’s Alcohol and Drug Programs, Minneapolis Technical and Community College, White Earth Chemical Dependency, and Glenmore Recovery Center.  He completed a post-doc in the Organization and Financing of Mental Health Services at the University of California, Berkeley and was Assistant Professor at Bemidji State University Department of Social Relations and Services.

He chaired the MARRCH Ethics Committee from 2005 through 2014, where he.  contributed to the Synthetic Ethical Decision-Making Process.  He received a Bernie Belling Ethics Award for ethics achievements having statewide impact. He is also the author of many peer-reviewed articles in the field.

Inspired by the high quality professionals he encountered during his career, he co-founded the Leadership Sustainability Institute to help empower individuals in the fields of alcohol and drug counseling and domestic violence to sustain counseling careers.
